CIRRUS Group is a Public Benefit Limited Liability Company with a mission of providing services and expertise to cities and communities engaged in the development and integration of digital technologies to improve city services and operations. CIRRUS evolved out of a program of the National Institute of Standards and Technology (NIST) formed in 2014 as the Global City Teams Challenge (GCTC), which has collaborated with more than 240 U.S. and international cities and communities and over 500 private-sector entities to develop and deploy advanced digital technologies that benefit cities, communities, and organizations.

Following the conclusion of NIST’s Smart City Infrastructure program in 2025, the smart cities collaboration and research and development effort transitioned to a private-sector partnership between CIRRUS Group and OpenCommons. Today, CIRRUS continues this work as a public benefit company dedicated to fostering civic and community innovation through digital transformation, serving cities, elected officials, agencies, businesses, non-profits, and civic organizations working to improve community resilience, public services, and quality of life.
